Program Description:     The USAID funded Urban Health Initiative (UHI) Program’s goal is to improve health outcomes of people living in urban areas, particularly focusing on the health of women and children and other vulnerable populations. Interventions aim to increase demand, access and quality of health services. Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.

Position Overview
The Senior Procurement Officer will play a crucial role in ensuring the efficiency and transparency of the
procurement process. This position involves a range of responsibilities from vendor management to
compliance with organizational and donor policies. The Senior Procurement Officer will work closely
with various departments to support procurement activities and ensure adherence to best practices.
This role operates under the direct supervision of the Senior Procurement Manager.

 Location: Kabul + Travel to provinces.

 Conduct prequalification of vendors and manage timely vendor assessments.
 Oversee vendor security evaluation and vetting management.
 Ensure transparency in all procurement activities act as a whistle-blower and report any evidence
of doubt to the line supervisor.
 Finalize the procurement plan by collecting data from relevant departments.
 Assist program units in developing specifications and Terms of Reference (ToR).
 Participate in bid evaluations as a non-voting member facilitate and observe the evaluation
process.
 Draft Requests for Quotations (RFQs), Requests for Proposals (RFPs).
 Facilitate contract negotiation meetings and draft minutes of the negotiations.
 Identify the most suitable procurement tools for procurement packages.
 Track tasks assigned to procurement team members and update the tracker daily.
 Ensure adherence to JHU/Jhpiego and donor’s policies and procedures.
 Assist the team in responding to compliance and audit requirements and
 Provide hands-on training to subordinates and conduct training sessions for program units.
 Provide technical support to the provincial offices and conduct supported visits to the provincial
offices.

 Proven competency in planning, organizing, and implementing procurement activities.
 Bachelor’s degree from a recognized academic institution in Procurement, Supply Chain
Management, Business Administration, or a related field.

 5-6 years of directly relevant experience

 Supervisory experience is highly prefered.
 Proficiency in MS Office applications and other business software.
 Sound written and verbal communication skills in Dari, Pashto and English.
 Ability to ensure activities, schedules, and progress are reviewed and monitored effectively.
 Demonstrates good judgment and decision-making skills.
 Ability to travel to project sites and cities at least 25% of the time.
